ARTICLE I: NAME OF COMMITTEE
The name of this Committee is the Pacifica High School School Site Council (SSC), hereinafter referred to as the Facilitator Team.
ARTICLE II: OBJECTIVES
The objectives of the Facilitator Team shall be in accordance with State guidelines and be consistent with policies of the local school board.
Section 1. |
To advise the school regarding the planning, budgeting, implementation and evaluation of the Single Plan for Student Achievement (SSP). |
Section 2. |
To study and develop the SSP in relation to the educational needs of the students. |
Section 3. |
To annually evaluate, revise, approve and recommend modifications to the SSP with input from committees, Focus Groups and the Data Team for presentation to the local governing board. |
Section 4. |
To oversee the disbursement of categorical funds. |
Section 5. |
To take other actions as required by the Education Code. |
ARTICLE III: MEMBERSHIP AND ELECTION
Section l. |
Composition and
Size. The
Facilitator Team shall consist of a minimum of twelve members and include
a broad representation of parents, students and staff, including a range
of socioeconomic and ethnic groups represented in the school student body.

1. Half of the Facilitator Team consists of the principal, classroom teachers, and other school personnel (teachers are in the majority of this half). 2. Members are elected by their peer groups.

B) |
1. The other half of the Facilitator Team consists of parents/community representatives and students (with parents in the majority of parent/community membership). 2. Members are elected by their peer groups (e.g., students elect
students, parents and community representatives are elected by parents).

Section 2. |
Election of Members and Term of Office. There shall be elections each spring, at which the Facilitator Team members shall be elected to replace members whose terms are ending. Facilitator Team members shall serve for a term of two years and may succeed themselves. Newly elected members shall assume their office at the last regular meeting of the school year. |
Section 3. |
Termination of Membership. The Facilitator Team, by affirmative vote of two-thirds of all the members of the Facilitator Team present and voting, may suspend or expel a member for cause. |
Section 4. |
Vacancy. Any vacancy on the Facilitator Team shall be filled for the remainder of the un-expired term by a special election. |
ARTICLE IV: OFFICERS
Section 1. |
The officers of the Facilitator Team shall be a Chairperson, Vice Chairperson, Secretary, and such other officers as the Facilitator Team may deem desirable. |
Section 2. |
Election and Term of Office. The officers of the Facilitator Team shall be elected bi-annually by majority vote of the Facilitator Team members and shall serve for two years and until each successor has been properly elected. |
Section 3. |
Duties. The duties of the officers shall be to: |
Chairperson 1. Preside at all meetings and sign letters, plans, reports, and other communications as directed by the Facilitator Team. 2. Prepare an agenda for each meeting and post the agenda 72 hours in
advance of each Facilitator Team meeting. |

Vice-Chairperson 1. Assume the duties of the Chairperson during his/her absence. 2. Perform such other duties as may be assigned by the Chairperson or
by the Facilitator Team. |

Secretary 1. Receive and handle all mail addressed to the Facilitator Team.
2. Keep a current roster of Facilitator Team members including
addresses and telephone numbers.
3. Keep the minutes of all meetings including attendance and summary reports. |
ARTICLE V: COMMITTEES
There shall be committees created by the Facilitator Team as may be required to carry on the work of the Facilitator Team.
Section 1. |
Quorum. The quorum for a committee meeting shall be a majority of its members. |
Section 2. |
Selection of committee members. The Facilitator Team Chair, subject to ratification by the Facilitator Team, shall appoint the chairperson and members of committees. |
Section 3. |
Reporting responsibilities. Committee chairs shall report progress and present proposals to the Facilitator Team for approval. |
ARTICLE VI: DUTIES OF MEMBERS
Section 1. |
Duties. The duties of the members shall be to: |
1. Attend all Facilitator Team meetings on time or inform the secretary of the expected absence. |

2. Accept a position as an officer or committee member when so appointed or elected unless unable to fulfill the duties entailed. |

3. Make regular reports of Facilitator Team proceedings and actions to their own peer groups, and bring back recommendations to the Facilitator Team. |
ARTICLE VII: MEETINGS
Section 1. |
Regular Meetings. Regular meetings of the Facilitator Team will be held on the 4th Wednesday of each month at 2:45 in the Pacifica High School Library. The annual calendar shall be confirmed at the first regularly scheduled meeting of the school year. |
Section 2. |
Notice of Meetings. Members must be notified of regular meetings at least 72 hours in advance. A meeting notice and agenda must also be posted in a regular public location at the school site at least 72 hours prior to each meeting. Any change in the established date, time, and location must be communicated to all members, either personally or by e-mail or mail, not less than 72 hours before the date of such meeting. |
Section 3. |
Special Meetings. Special meetings may be called by the Chairperson or by a majority vote of the Facilitator Team. A meeting notice and agenda must be posted in a public location at the school site at least 24 hours prior to a special meeting. |
Section 4. |
Meetings Open to School Community. All regular and special meetings of the Facilitator Team and of its standing or special committees shall be open at all times to members of the school community. Notification will be posted in a timely manner and in accordance with Section 2. |
Section 5. |
Order of Meetings. All regular and special meetings of the Facilitator Team shall be conducted in accordance with Robert's Rules of Order or an appropriate adaptation thereof. |
Section 6. |
Quorum. No business can be acted upon in any meeting without a quorum present. A quorum shall consist of a majority of the membership. |
ARTICLE VIII: AMENDMENTS
These bylaws may be amended by the Facilitator Team. The proposed amendments must have been presented and discussed at one previous regular meeting for which the necessary meeting notice and agenda were posted. Passage of amendments to the bylaws requires a two-thirds majority vote of the Facilitator Team members present and voting.
